Trying to charge above Not To Exceed contract price

Moved from Phoenix to San Diego with a binding Not To Exceed contract, have recently received an invoice for "Valuation" because my driver (Horizon Moving Systems, United agent) filled out my bill of lading incorrectly.
In other words, two months after my move, they're trying to claim that I moved with full valuation, when I did not, as is clearly stated in my contract.
I knew I should have stuck with Mayflower instead of switching to United.
